Dave Worthington
BSc MRICS
David joined RLF in 2002 as a Senior Surveyor rising through the ranks to become a Partner in 2008.
David’s expertise is in feasibility/cost planning and contractor support services, working on a variety of PFI projects in the Custodial and Education sectors.
David is the Head of Professional services and is based in the Birmingham Office.

David Harris

David joined the firm in 1987, progressed to an Associate in 1989 and was appointed as a Partner of Robinson Low Francis in 1995.
David is based in Birmingham where he is the Office Managing Partner but he is also a member of the firm’s Executive board with national responsibility for finance.
David looks after a number of major client accounts and framework agreements with a specific emphasis on the retail sector, banking, and offices. He also heads up the firms national joint framework agreement with the Rugby Football Union, Football Foundation and the Football Association.

David Thomson

David joined Robinson Low Francis as a Partner in 2004 from EC Harris and is the office managing Partner of Edinburgh and Managing Partner with overall responsibility for Scotland.
He is a highly experienced Project Manager of major developments in both the private and public sectors.
David is an Executive board member of Robinson Low Francis and overseas the firm strategic growth of Scotland as well as being involved with the national strategy of the company as a whole.
Derek Burt

Derek joined Robinson Low Francis in July 2009 as a Partner with the formation of Genassist International LLP.Prior to forming Genassist International LLP Derek had over 35 years experience in the Power Sector with a major consulting practice and has worked for most of the major electricity generation companies in the United Kingdom, Europe, the Middle East and the United States of America.
Derek is based in the Stevenage office.

Dorothy Robertson

Dorothy joined the company in 1996 as a Senior Quantity Surveyor, came through the ranks to become a Partner in 2006 and a year later became the Office Managing Partner for Glasgow.
She is a very experienced Surveyor and is held with high regard in the Scottish market place. Dorothy has advised many of our key clients such as Scottish Enterprise, Scottish Executive, Royal Bank of Scotland, Clydesdale Bank, Ayrshire & Arran NHS Trust as well as several Local Authorities and Commercial Developers over the last few years.
Dr Alister Coutts

Alister joined RLF as Partner and Head of Public Sector Services in 2007.
Prior to joining RLF, Alister worked in Hong Kong for the Mass Transit Railway Corporation, then as Project Management and Development Director with the Glasgow-based DCI Group. He then moved to Fife Health Board as Director of Operations responsible for Capital Projects, Estate Management, Facilities Management, Supplies and Transportation. More recently, Alister worked for The Highland Council as Director of Property and Architectural Services. Alister has specialised in the direction of PPPs and Property Joint Ventures and is a regular speaker on the topics of PPPs and construction procurement.
Kevin Campbell
BSc MRICS
Kevin joined Hart Gilmore Associates in 1989 as a graduate and has risen through the ranks to become a Partner of the merged firm of Robinson Low Francis in 2004.
He is a very experienced Surveyor and works with a broad range of public and private sector clients in the delivery of major projects and retained framework programmes of work. He specialises in the implementation of bespoke procurement strategies for clients and the delivery of complex fast track projects particularly in the commercial sector.
Mark Newberry

Mark joined Finney Stockbridge Partnership in 1986, he was appointed Associate Partner of the merged firm RLF in 1999 and a Partner in 2001.
Mark is the RLF Stevenage Office Managing Partner and is the lead consultant for a number of prestigious individual developments. His particular areas of expertise and interest include project management of commercial and residential developments, and procurement and partnering initiatives.
Neville Onan-Read
FRICS
Neville joined LA Francis in 1982 progressed to an Associate in 1984 and was appointed as a Partner in 1986 continuing as a Partner of the merged firm RLF from 1994.
Neville has particular interest in feasibility stage cost planning, cost modelling and the PFI sector. On quantity surveying commissions he manages a broad range of client accounts in the public and private sectors including police stations and custodial facilities, schools, industrial, commercial and residential. He is also an experienced employer’s agent in design and build projects.
Paul Anderson
BSc FRICS MaPS FFOB
Paul joined Hart Gilmore Associates in April 1978, becoming an Associate in 1985 and a Partner in 1994 continued as a Partner following the merger of Hart Gilmore with RLF in 1999.
Paul is a member of the Practice's Quantity Surveying Division. His individual expertise is in development of innovative procurement strategies and in the preparation of feasibility estimates, cost plans and costed master plans, particularly within the higher and further education sectors.
Paul is based in the Birmingham Office.
Paul Chesworth

Paul joined RLF in 2002 as an Associate and was made up to a Partner in 2005.Paul is the RLF Manchester Office Managing Partner and is a member of the national business structured training team.
Paul has a wide knowledge of project management, employer’s agent and quantity surveying roles particularly within the retail, sport & leisure and industrial sectors.
Peter Scragg
BSc FRICS MAPM, MaPS
Peter joined the B.C.C Partnership in 1986 and became Partner in 1990. Following the merger in 1998, Peter continued as a Partner of the new firm RLF.
Peter undertakes project management, employer's agent and strategic quantity surveying roles across most public and private sectors. Based in our Brighton office, he is also the Partner responsible for RLF Guernsey and is currently extensively involved in our international expansion.
Philip Shearer
BSc(Hons) MRICS
Phil joined LA Francis in 1978 and was appointed an Associate in 1982. He then went on to become a Partner of LA Francis in 1984 and continued as a Partner of the merged firm RLF in 1994.
Phil is the Partnership's strategic finance Partner, and a member of the Executive.
Phil is the immediate past Chairman of construction faculty RICS.
Phil has wide experience particularly in the education, retail and banking sectors.
Ralph Dando
BSc(Hons) LLB(Hons) MSc CEng MICE MAPM
Ralph became a partner of RLF following its acquisition of Trett Manly in 2008. Prior to this, Ralph joined Manly International in 2003 becoming Managing Director of Trett Manly following the management buy-out.
Ralph’s expertise is in development management and project management providing strategic advice to developer, corporate clients and funders on major international schemes. He is currently working on schemes in Europe, Middle-East and Africa.
Richard Apps

Dick is the RLF Brighton Office Managing Partner, his specific in–house responsibilities include finance, resourcing and office administration.Dick has extensive experience in most sectors with an emphasis on education and commercial developments. He also deals with expert witness work, project monitoring and liquidation advice and lectures on Building Contracts and Cost Planning at the University of Brighton.
Steven Barker
BSc(Hons) MRICS MAPM
Steven joined LA Francis in 1981, was appointed as an Associate in 1986, and assumed the position of Partner in 1988. Steven continued as a Partner of the merged firm RLF in 1994 and became Senior Partner of RLF in June 2002.
He is experienced in a wide variety of public and private sector projects. Particular interests include the development of information technology in the Practice and project management.
Tony Milward
MRICS Dip Surv
Tony joined LA Francis in 1982, was appointed as an Associate of the merged firm RLF in 1997. He went on to become an Associate Partner in 2002 and was appointed as a Partner in 2004.
Tony is the RLF London Office Managing Partner and is widely experienced in providing quantity surveying services to leading retailers and project management services to a number of sectors within the construction industry.
