David Thomson

Managing Partner of the firm, based in the London office and Chair of RLF's Executive Board.

In my nine years as Managing Partner at RLF, I have never been prouder of the way our people have adapted and embraced the changes brought about by the pandemic. Having steered the firm through the initial crisis and strengthened our balance sheet, my ambition now is for us to do everything in our power to help our clients navigate through the choppy waters ahead.

My passion for property and construction consulting is still very much alive, especially when I can give our clients strategic advice on complex projects. Drawing on my experience from the last three recessions, my external focus right now is on project rescue and recovery and providing advice to LPA Receivers, Banks and Funds on projects that are in distress.

My approach to working with clients and leading our firm is the same – to me, it’s all about creating the vision and motivating others to deliver.

My clients tell me that they particularly value my ability to quickly get to the critical issues on their projects. I am experienced enough to cut through the noise and build a robust, commercially sound execution plan that is easy to understand and effective.

One of the most fulfilling parts of my role is visiting key clients across our five offices. We have built some great longstanding relationships with clients in all the key sectors. We’ve also succeeded in picking up some exciting new relationships in recent months and we’re working on several major projects in sectors such as Co-Living, Retirement Living, Science & Technology and Residential Development.

I hold a degree in Quantity Surveying, and I am Chartered (MRICS). When I am not working, you will find me out at sea on my boat or hacking my way round the golf course. I am also a fanatical football fan, but I won’t reveal my team in case it causes offence.

David Harris

Office Managing Partner of the Birmingham office and a member of RLF's Executive Board.

Despite COVID-19, the Birmingham construction market is the strongest we have seen for many years and our newly relocated Birmingham office at 1 Newhall Street sits right in the heart of the action.

I am a Chartered Quantity Surveyor with 40 years experience spanning most sectors of the industry during this time. I am the current managing partner of the Birmingham office and I sit on the firm’s Executive board.

People tell me that I am personable, approachable, and professional. I tackle problems head on, and I get things done for my clients.

I have been a partner at RLF for 33 years during which time the firm has grown and evolved, but in a measured way that has enabled us to remain independent and fully in control of our own destiny. This philosophy has helped us to survive numerous recessions and more recently a global pandemic. What sets our firm apart is that we are big enough to offer a national service on major projects and frameworks (5 offices, circa 100 staff), yet small enough to give our clients the level of care and attention that the bigger firms struggle to achieve.

My areas of expertise include commercial offices, retail, Banking, industrial, residential and care homes but for the last few years I have focused on setting up and managing large scale national frameworks for delivering sports facilities for grass roots Football, Rugby and Hockey.

My specialist team work with the main National Governing Bodies and Sport England and we can provide a one stop consultancy service that includes feasibility, design, planning, programme management, employers agent, cost management, H&S, quality control and accredited testing.

The biggest client issues I am advising on right now:
• Impact of COVID-19 on the delivery of projects due to reduced productivity
• Managing the risk of contractual conflict caused by project delays and disruptions
• Impact of European environmental legislation on the design of 3G sports pitches

PROJECTS I AM MOST PROUD OF

The successful delivery of over 400 new 3G sports pitches to date (and another 400 that we are looking deliver over the next 4 years) and the positive impact that this has had on the levels of participation in Sport, the health of the nation and in developing the stars of the future.

My spare time is all focused on spending time with my family and friends, travel to nice places, DIY project/s and even a bit of landscape gardening when time allows.

I am a Partner with Robinson Low Francis, Construction & Property Consultants, with over 30 years experience in the construction industry Private and Public Sectors.

My clients tell me I am commercial, give great attention to the detail and offer sound advise at each juncture of their project. My mantra has always been to tell them what they need to hear not what they want to hear. Many decisions are based on the financial information I provide and with that comes great responsibility, which I take very seriously.

I have been a Partner for 14 years and draw on experience on the many issues the construction industry has faced. The current Covid 19 Pandemic is new but from that great lessons will be learnt together with bring experiences form the past to find the best solution.

Specialising in the delivery of Quantity Surveying and Cost Management Services. Particular experience in project Due Diligence and Appraisal and has acted on behalf of a number of public and commercial funding bodies in this capacity.

Sean Clemons

My current focus is on helping my clients and our firm to adapt and navigate through the challenges that Covid-19 presents as lockdown restrictions begin to ease and we tentatively enter the recovery phase. My view is that success right now lies in balancing the pragmatism needed to face the current reality with the drive to seek out the opportunities it can offer.

With over 15 years’ experience as a Chartered Quantity Surveyor and Project Manager, I have worked on the full spectrum of construction projects, from large residential developments to complex, public/private regeneration initiatives. Where I thrive is working with multiple stakeholders and helping them find the common objectives and drives to make something happen.

My clients tell me that I am strategic thinker and that I always take care to understand their value drivers and help them develop effective methods for managing their risks. I’m told that I am really good at bringing teams together and helping them flourish and succeed.

I love seeing a building going up and I never fail to get excited when I see the finished product. My current passion is around how we to make our built environment more sustainable and safeguard our future. I’m currently focusing on the Zero Carbon Building concept and I’m keen to talk to and work with people who want to make this the norm.

Preston Barracks, Brighton (£350m) – major mixed use regeneration scheme developed in partnership with U+I plc, University of Brighton and the City Council. I was responsible for leading the team in securing the planning consent.

Ropetackle North, Shoreham (£34.5m) – mixed use regeneration project for Hyde Housing. The development built adjacent to the river Adur included major flood mitigation measures, requiring effective engagement with the Environment Agency.

Christopher Barker

I am a Partner based in the Birmingham office of Robinson Low Francis who are one of the UK's leading Property and Construction Consultants providing a wide range of consultancy services within the Construction Industry.

I am an experienced Chartered Quantity Surveyor and Project Manager with the ability to manage delivery of projects, resolve all commercial issues and the initiative to bring all matters to a successful conclusion.

Kevin Campbell

I am a very experienced Surveyor and Project Manager with a broad range of private and public sector clients in the delivery of major commercial, residential and industrial & logistics projects and retained framework programmes of work.

Andy Dedman

Throughout my career, I have gained a reputation as a team builder and troubleshooter. This has helped me build solid relationships with Clients, becoming their trusted advisor and increasing the success of their construction projects.

I have been a Chartered Quantity Surveyor for over 30 years and have worked across all sectors with a background speciality in Mechanical and Electrical cost management.

I build solid relationships with Clients by straight-talking and building trust. I act on my Client’s behalf as required and am a good advocate when things do not go to plan. I have acted as Expert Witness so am well versed in dealing with disputes – this puts me in an ideal position to help my Client’s avoid conflict.

I have been a Partner at RLF for 18 months and last year become the London Office Managing Partner. I come from a large corporate background and what attracted me to join RLF was the passion to give great Client service. The practice is over 100 strong nationally which makes it large enough to be able to specialise across all markets, but small enough to provide the level of attention that the larger companies struggle to deliver.

Mark Newberry

I am a Partner at RLF, a multidisciplinary construction and property consultancy providing a range of services across the UK from our various offices. I have a national residential sector remit, but I am also responsible for managing the Stevenage office team, one of our hubs covering the South East region of the UK.

I am an experienced Project Manager, Surveyor, Employers Agent, Facilitator and Construction Industry Consultant, and my clients tell me that they value my honesty and drive to support them, even when I tell them what they need to hear, not necessarily what they want to hear.

Neville Onan-Read

 A specialist in residential led mixed use masterplanning and site development cost consultancy adding value from site acquisition through planning stage supporting strategic development decisions.

I have been described by a client as 'a commercially savvy QS who tells it how it is' which hopefully helps get projects off to the right start!

I aspire to support clients positively in their business, through changing times, by the advice I give but I value the relationship and friendship above all else.

A Chartered Quantity Surveyor with over 38 years of post-qualification experience - I bring a wealth of knowledge to the advice I can give to clients on a wide range of building and infrastructure projects. I have worked with clients in the public sector (police, health, education and local authorities) and predominantly in the private sector covering office development and fit-out, logistics and mixed use.

Residential led mixed use development including BTR, retirement and co-living alongside work with housebuilders is my specialist area of expertise. Joe Vale

In the last 10 years, I have gained experience in providing Quantity Surveying, Cost Management, Employer’s Agent and Project Management services on some fantastic projects. Currently, I am a Director at RLF, based in Birmingham. I joined RLF in 2015 and have been an RICS Chartered Quantity Surveyor since 2012.

My career has taken me into various sectors including commercial, industrial, residential and education. Through my experience and active involvement in the commercial office fit-out, refurbishment and new build sectors, I earned a place on the British Council for Office NextGen Committee in the Midlands, on which I was Chairman for 2 years. This position is important to me as it helps me to remain current with the industry, provides exposure to workspace & office development strategies, and provides a great platform to meet fellow professionals.

In my view the key to delivering valuable services and successful projects is honesty. Telling the hard truth is more difficult than simply saying what’s wanted to be heard. Combine this with excellent technical service delivery and you have the basic recipe for success.

To assist in maintaining my technical standards and to remain current with modern-day practices I act as a committed Supervisor / Counsellor for the next generation of talent looking to obtain MRICS status. Although the benefits I get from this are simply a by-product of the satisfaction in helping candidates & colleagues realise their ambitions.

I like to spend my spare time with my family and friends. You may also find me out on the golf course (usually frustrated) or supporting my football team, West Ham (again, usually frustrated!).

Tim Dixon-Phillip

National Sales & Marketing Director

I have spent the last 18 months consulting with RLF, and more recently I’ve been helping them adapt their business development focus and activities to the pandemic. I like the people at RLF and their can-do attitude a lot, so it would have been churlish not to join them!

My biggest obsession at work is bringing the voice of the client into the heart of the business development strategy. This has been like pushing at an open door with RLF, we’ve even got a Voice of the Client section on our website now, with answers to the most frequently asked questions from clients across the UK.

Despite the pandemic, we’ve succeeded in picking up some exciting new relationships in recent months and we’re working on several major projects in sectors such as Co-Living, Retirement Living, Science & Technology and Residential Development.

Sadly, I am anticipating choppy waters ahead for Developers and Contractors and in my view, despite Government support, there will undoubtedly be financial distress and casualties. So, in addition to overseeing and supporting our national targeting initiatives, I expect that in the months ahead I will be working more closely with friends and former colleagues from the Banking and Restructuring communities.

In addition to the day job, I am a NED with two early-stage Technology businesses and on the board of a community outreach initiative which aims to reduce the tragic number of male suicides in South Yorkshire.

When I'm not working, I am a fly fisher and I like to disappear into the wilderness in my camper van to fish and camp.
